From 9-11 November, the Office of the Government (OOG) in collaboration with the Australian Embassy in Vietnam and Aus4Skills organized the training course “Strategic analysis and foresighting”.
Attendants of the training course were more than 20 leaders of departments and units, and officials of the OOG. The training course is within the framework of the project “Establishing and enhancing the capacity of Vietnam – Australia Center”.
Earlier, to help Vietnam improve the capacity of staff working in policy advisory work, diplomatic affairs and scientific research, the Ministry of Foreign Affairs and Trade of Australia (DFAT) cooperated with relevant Vietnamese agencies to develop this project. Since its foundation (June 8, 2022), the Project has quickly implemented programs to improve leadership capacity for officials of the foundational partners, including the OOG.
Delivering his opening remarks at the training course, Mr. Nguyen Hoang Tuan, Deputy Director General of the Department of Organization and Personnel (OOG) said that with the aim of training and upskilling officials so that they can update, retrofit and equip new knowledge, skills and attitudes to perform civil tasks and services, helping them to increasingly complete their assigned work with better quality and efficiency, this training course has been designed specifically for the OOG officials.

OOG is the assisting body of the Government and the Prime Minister. The OOG Party Committee members and leaders always acknowledge the staff quality elevation as a key task in the development and improvement of the OOG apparatus. In recent years, the OOG official training and retraining have made significant contributions to raising the quality of officials and administrative reform.
On behalf of the Department of Organization and Personnel, Mr. Nguyen Hoang Tuan extended his thanks to the Australian Embassy in Vietnam, Aus4Skills team members and staff from the Vietnam – Australia Center (VAC) for actively supporting the OOG with its engagement in the Project as one of the foundational partners.
Ms. Kaye Eldrige, Aus4Skills Program Director, said that strategic analysis and foresighting skills play an important role in today’s complex context when the world faces many uncertainties.
The Government of Australia has made strong commitments to support Vietnam’s economic prosperity. Therefore, the training course is very practical to enhance and further strengthen the Vietnam – Australia Partnership, especially within the framework of the strategic partnership between the two countries.
The training course includes the following contents: Providing knowledge and skills in strategic analysis; sharing the experience of experts from Australia on policy analysis; skills coaching for participants through situational exercises applying analytical writing techniques.
The lecturer is Mr. Russ Swinnerton, an expert in diplomatic analysis.
Mr. Russ Swinnerton has been overseeing analytical techniques and standards at the Office of National Assessments (ONA) since 2011. He joined the ONA in 2007 as an analyst on Southeast Asia. Soon after, he developed and implemented analytical training programs for new analysts.
He delivered knowledge and technical guidance online with the support of an expert from the Diplomatic Academy of Vietnam (DAV).
Through the training, participants will improve their knowledge and skills which are necessary for them to summarize texts prepared for their leaders to attend meetings and make judgments, especially on domestic and international issues of concern.

After a period of active research and study, the training course has completed the set targets and awarded certificates to participants. Extending his thanks to Mr. Russ Swinnerton and participants, Mr. David Gottlieb, Economic Counsellor, Australian Embassy in Vietnam affirmed that the VAC, under the management of the Australian Embassy in Vietnam, played an important role in and was a very vivid demonstration of the growing cooperation between Australia and Vietnam. The training course provided the OOG officials with useful knowledge to improve their performance, especially in the context of Vietnam’s post-COVID 19 recovery. This is a way of choice to strengthen the relations between the two countries through very specific support activities.
